    RIP, Jeffery Choate - past board member

    Jeffery Choate, 52, of Newport, passed away Saturday, April 13 , 2019, at the Crystal Coast Hospice House in Newport.

    He was a loving husband and father who enjoyed golfing and camping with his family. He will be remembered as an honest and hardworking business owner, who was admired by all who knew him.

    He is survived by his wife, Lynne Choate of the home; son, Michael Choate of the home; stepson, David Mattison Jr. of Asheville; mother, Alberta Choate of Beaufort; father, Johnny Choate of Oklahoma; sisters, Sherry Dean of Beaufort and Tina Willis of Newport; and brothers David Choate and wife Sandy of Newport and Johnny Choate of Beaufort.

    Arrangements are by Munden Funeral Home and Crematory in Morehead City. Family and friends are welcome to submit online condolences at www.mundenfuneralhome.net

    A note from the EO:

    Things have been a little scattered at the office of late and I want to apologize to anyone I have not returned a call or emailed back as soon as was expected.

    Those of you who attended the meeting last week, saw my lovely bandaged nose. I had a couple of spots of skin cancer removed but the spot on my nose has proven to be problematic. I have my 4th doctor's appointment for this one area tomorrow and hope to have everything taken care of by the middle of May.

    HOWEVER - the Cornhole Tournament is in the middle of May so I could really use some help! 

    We need posters put in shop windows. We need some more board sponsors. We need a photographer for the day of the event.

    We'd like some suggestions for kid-friendly activities. And because we plan to invite our local first responders, utility workers and teachers to participate on donated teams, we need to know who to contact to invite them!

    Past Presidents Dinner

    Phil Warrick, NCHBA President, installed Carteret County HBA's officers and board at the Past Presidents Dinner on January 9, 2019, at Off The Hook in Morehead City. He spoke on advocacy at the state and national level and asked for input on possible legislation that would require General Contractors to acquire continuing education credits in order to maintain their license. If you have any thoughts on this subject, please email your remarks to the office at admin@carterethba.com.

    The group enjoyed a wonderful buffet dinner of beef filets and fried shrimp and while attendance at the event was light, there were several Past Presidents among the attendees.

    Brett Harstine of BTH Builder had his name drawn in the "Must be Present to Win Drawing". He was not present and did not win the $120. There will be $130 up for grabs at the next meeting in March.

     Ticket sales for the 2019 Fishing Trip opened at the Past Presidents Dinner last week and four tickets have already been sold. 

    Past President, Jeff Buchanan, made the first purchase and challenges the membership to sell out the tickets this year.

    Judges Needed

    The Wilmington-Cape Fear Home Builders Association is currently accepting applications for out-of-area HBA members to serve as judges for its 33rd Annual Parade of Homes.  

    The 2019 Parade of Homes is scheduled for April 27-28 and May 4-5, with in-home judging on Friday, April 26th.  Judges receive one night complimentary lodging (Thursday, April 25th). Breakfast and lunch will be provided on judging day.  Judges may not have any conflicting business interests in the Wilmington-Cape Fear market, and must be members in good standing with their local Home Builders Association.

    Judges are a vital component of The Parade of Homes competition.  We thank you for considering a trip to Wilmington to volunteer with this exciting event!

    After the Storm:Part 2

    A Letter from NCDOI - OSFM:

    September 21, 2018 


    Hello. There appears to be some confusion about how and what inspections have taken place throughout the flooded areas within our state and, what the next steps exactly are. 


    Damage assessments are ones in which inspectors, privately contracted individuals and county/city/town staff perform drive-by inspections of the properties to get a handle on the damage throughout the jurisdiction. These are used to estimate a jurisdiction's total value of damage for reporting purposes and to obtain federal assistance. The funding for this activity comes from the jurisdiction itself and is not reimbursed by FEMA. 


    Building evaluations are ones in which certified inspectors (usually building and electrical) make an assessment to determine if the property is habitable or not. These inspections are not meant for a building to be condemned, unless it poses a threat to life safety. The inspection will consist of three possible outcomes: 1 - Green placard - The building is habitable and safe. 2 - Yellow placard - The building needs inspections; describe which inspections and people should use caution when entering. 3 - Red placard - The building is not safe and needs further evaluation to determine what needs to be done to change the building’s status from unsafe. Depending on the severity of the damage, a red placard home my end up entering the condemnation process in the future, but a red placard does not automatically mean the building is going to be condemned. 


    Usually in flooded homes, placards show the need for a building (structural evaluation) and electrical permit. Permits can be obtained from the local building inspection department. 


    Having a home that was flooded or even condemned would require permits and must meet the Code for only the scope of work that was installed. The entire home would not be required to be brought up to the current Code (2012 or 2018 until the last day this year, then only 2018 after), only the work being performed. 


    We realize that there are homes and businesses that sustained water damage within them. Our hope is that the water flows back down into the rivers and into the ocean as soon as possible. 


    NCDOI - OSFM - Engineering Division has multiple teams which include our staff and local inspectors from all over the state performing assessments and inspections within the areas devastated by the hurricane and its subsequent flooding We are dedicated to providing the best and quickest response so that jurisdictions and the citizens of our state can return to normal.

    If your business shuts down because of a natural disaster and within an area designated for disaster relief, you and/or your employees may file for Disaster Unemployment Assistance (DUA). Here is some very important information to ensure these benefits are paid quickly and accurately.
    • Please understand in accordance with the provisions of G.S. 96-11.3(b) Unemployment Benefits paid to an individual as a direct result of a natural disaster are not charged to an employer’s account.
    • Direct your employees to file a claim for unemployment online at des.nc.gov. Instruct them to select on the claim that they are “Layoff - Lack Of Work.”
    • If your mail has been interrupted due to the storm, you may call our Employer Call Center and they can instruct you how to respond to the Notice of Claim or you can complete the “Employees Affected by Hurricane Florence” form and fax it to 919-733-1371. You should indicate “Laid Off” as the reason for separation and specify that it was due to the Hurricane. You can find that spreadsheet by signing in to our website at des.nc.gov. The form will be located on your homepage under Account Services.
    • If you pay your employees for the time they are out of work, they must report those wages.
    • It is very important that you notify DES if you have any employees that do not report to work once you resume operations.
    • If you are self-employed, proof of income such as your most recent Income Tax forms will be necessary to determine the amount of benefits to be paid.
    • If you have any questions, you may contact the Disaster Unemployment Assistance Helpline at 1-866-795-8877, or the Employer Call Center at 919-707-1150 or email des.tax.customerservice@nccommerce.com.

    • Projects less than $30,000 do not require a license.

    Citizens can verify if the contractor is properly licensed by: 1) searching on the NCLBGC’s website at www.nclbgc.org; ;

    2) calling the NCLBGC at (800)220-7185; or 

    3) downloading the Board’s free mobile app for Apple and Android devices by entering “NCLBGC SEARCH” in the search feature.

    A Consumers Guide to Protecting Yourself After a Disaster

    FEMA Declaration - North Carolina Hurricane Florence (DR-4393)

    The Federal Emergency Management Agency announced that federal disaster assistance has been made available to the state of North Carolina to supplement state, tribal and local recovery efforts in the areas affected by Hurricane Florence beginning on September 7, 2018, and continuing.

    The President's action makes federal funding available to affected individuals in Beaufort, Brunswick, Carteret, Craven, New Hanover, Onslow, Pamlico, and Pender counties. Assistance can include grants for temporary housing and home repairs, low-cost loans to cover uninsured property losses, and other programs to help individuals and business owners recover from the effects of the disaster.

    Federal funding is also available to the state, tribal and eligible local governments and certain private nonprofit organizations on a cost-sharing basis for emergency work and the repair or replacement of facilities damaged by Hurricane Florence in Beaufort, Brunswick, Carteret, Craven, New Hanover, Onslow, Pamlico, and Pender Counties for debris removal and emergency protective measures (Categories A and B), including direct federal assistance, under the Public Assistance program counties.

    Federal funding is also available on a cost-sharing basis for hazard mitigation measures for all counties and Indian Tribes throughout the state.

    Albert Lewis has been named as the Federal Coordinating Officer for federal recovery operations in the affected area. Lewis said additional designations may be made at a later date if warranted by the results of further damage assessments. 

    Individuals and business owners who sustained losses in the designated area can begin applying for assistance by registering online at www.DisasterAssistance.gov or by calling 1-800-621-3362. Disaster assistance applicants, who have a speech disability or hearing loss and use TTY, should call 1-800-462-7585 directly; for those who use 711 or Video Relay Service (VRS), call 1-800-621-3362. The toll-free telephone numbers will operate from 7:00 a.m. to 10:00 p.m. (local time) seven days a week until further notice. 


    From Carteret County Emergency Services

    In order to assist Carteret County citizens to begin the rebuilding process, the Western Carteret Planning and Development Office will resume normal business hours at 8am Wednesday, September 19th, 2018.


    On Thursday, September 20th, 2018 the Beaufort Planning and Development Office will resume normal business hours at 8am.

    Carteret County citizens are reminded that permits are still required for all work that would normally require a permit during non-emergency conditions.

    Because of the extreme devastation experienced by our area, Carteret County will waive permit fees for storm damage repairs for a period following this event.

    NCHBA Government Affairs Update

    On August 1, 2018, an important provision contained in HB 948 (Building Code Regulatory Reform Act of 2018), NCHBA’s top session priority, became effective. It allows a builder to request the assignment of a state inspector by the NC Department of Insurance’s Engineering & Codes Division (DOI) whenever a local inspections department fails to perform a requested inspection within two (2) business days.     Two receive Murdoch Scholarship Awards:

    Nicholas Hynes and Edmund "Cully" Cameron each received renewal scholarships of $500 from Carteret County Home Builders Association for the 2018-2019 school year. 


    Nicholas is a resident of Gloucester, NC and attends NC State studying Engineering Design. 


    Cully is a resident of Morehead City, NC and attends Campbell University studying Engineering (emphasis on mechanical).

    From NCHBA: The 2018 NC Building Code is now available for purchase. The code becomes mandatorily effective on January 1, 2019. To receive the online "members" purchasing discount, anyone can go through the NC Department of Insurance website. Click here to begin. Under "Code Book Sales" click "Purchase State Building Code On-Line" and follow the link to ICC's website. When you order from the site, you will automatically receive the discount.

    From Raleigh-Wake HBA: The Triangle Sales and Marketing Council is holding PRM I & II classes on August 28th and 29th, and we’re extending our member price to all NCHBA members!

    Any member of a North Carolina HBA can take all four Principles of Residential Marketing classes (two online and two in-person) for one price.  $800.00 includes both online classes and both in-person classes, as well as course materials, and snacks and lunch during the in-person classes.  Course instructors are Meredith Oliver and Christy Beck.
